Colts Neck Solutions LLC Addresses Intelligence Information-Sharing Requirements Defined by the Commission on Weapons of Mass Destruction
COLTS NECK, N.J.--(BUSINESS WIRE)-April 12, 2005--Colts Neck Solutions LLC published an information technology and business process proposal to address the intelligence information sharing requirements documented by the Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction (WMD) in its report of March 31, 2005. Today's proposal expands on a January 3, 2005 Colts Neck Solutions LLC proposal that addressed the information sharing requirements embedded in the Intelligence Reform Act of 2004. The heart of both proposals is the suggested "repurposing" of eBusiness and supply chain processes and architectures to support information-sharing among agencies with different systems and challenging security needs.
The WMD Commission's report made several new recommendations, ranging from inclusion of subsets of the FBI in the "Intelligence Community" to the transformation of "Need to Know" information access constraints to fit a "Risk Management" approach. Less tangibly, the WMD Commission wants to move beyond the phrase "information sharing" because "sharing" implies parochial ownership and attitudes. As Fulton Wilcox, Senior Partner of Colts Neck Solutions LLC stated, "The WMD Commission did not conclude on an alternative term to "information sharing." Our proposal, which is to think in terms of eBusiness paradigms, injects a more entrepreneurial, positive perspective into a difficult change management situation."
The WMD Commission Report also recommended that the Director of National Intelligence (DNI) promote changes in managerial roles and organizational responsibilities, but with impact on "edge" agencies such as the FBI and Homeland Defense. In support, today's Colts Neck Solutions LLC proposal describes the prospective contributions of workflow, business process management (BPM) and "available to promise" systems processes to the realization of the WMD Commission's vision.
